Być może na początku lat dziewięćdziesiątych niektórzy niedowiarkowie wieszczyli już koniec zespołu Camel. Tak się jednak nie stało. Po pięcioletniej przerwie – w 1996, Andy Latimer i jego koledzy powrócili z nowym concept albumem.

Trzeba było aż pięciu lat, aby na rynku muzycznym ukazał się kolejny album grupy Camel. Płyta "Harbour Of Tears" ukazała się po śmierci ojca Andy Latimera. Lider grupy przeżył tę tragedię wyjątkowo mocno, czego wyrazem miał stać się materiał zawarty na tym właśnie albumie. Tak jak poprzedni album "Dust & Dreams", tak i ten jest również albumem koncepcyjnym...
